The purpose of Federal Programs is to ensure that all children have a fair and equal opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments by:
- administering all federal funds
- providing technical assistance related to federal program funds to schools in Franklin County
- assisting schools in developing, revising, and implementing their schoolwide continuous improvement plans.
Receiving federal funds allows our school system to implement research-based initiatives that supplement and enhance the school system's outstanding educational programs. Most importantly, federal funds supplement needed services to enrich the lives of our students.

Foster Care Plan
This plan is to address the requirement for foster care provisions under Title I of ESSA which require State Educational Agencies (SDE) and Local Educational Agencies (LEAs) to collaborate with Child Welfare Agencies (CWAs) to ensure educational stability and minimize educational disruptions for children in foster care.

The McKinney-Vento Act
The Franklin County Schools Vulnerable Students Policy is based on the guidelines established by the State Department of Education as outlined in the Alabama Plan for the Education of Homeless Children and Youths, which includes immigrants, migrants, English Learners, and Foster Care students.
